BPC MS 7.5, is it possible to restrict few users from accessing clear package

Dear,

BPC-MS-7,5

I would like to restrict the access of few user to clear package, could someone advice is there any direct approach or any other alternate approach.

Its only for few users and those few users can run other packages.
