The EPM add-in for Microsoft Office is not available for download on this server

I am trying to get BPC 10 installed for the first time.  My installation seemed to work and I am trying to get the client tools installed.  When I go to the client install page, The EPM Office install is grayed out and I can not select it.  I can install the admin client and that is working successfully.    I have tried note 1963970 which says to use 64 bit IE.  The results are the same.    Any suggestions on how to enable this install???  Thanks!
